International Jury Motivation. The project is based on an interesting dialogue with the African Spanish City of Ceuta, its topography and its archeological past. The jury finds that the interiors are light and vibrant, creating a significant relationship with the massive ruins at the building’s core. The folded volumes envelope the building with controlled facades, allowing visitors to enjoy breathtaking views of the Mediterranean and the Atlantic Ocean.
